Hiring an Overseas General Assistant

Looking for recommendations on getting a general assistant - thinking of hiring someone from the Philippines but open to other options too depending on what it costs.

Need someone who can handle all sorts of tasks AND has design skills too. Anyone have experience with this? Any platforms you'd recommend?

one way we've had success is hiring 3 or 4 people for an inexpensive fixed price project. SEe how they respond, how good their english is, etc... usually one will stand out as a winner, then work with them long term.
